Is access to Sprint's network to download on a Kindle?

I live in an area where Sprint is not available, but I'd like this or a technology similar.

No, access to Sprint's network is not necessary to download books. You can make all purchases and downloaded to your PC, then copy them to the Kindle through USB cable.
